DeftEdge was contracted by the Green Climate Fund’s Independent Evaluation Unit (IEU) to support the development and implementation of a quality assessment framework for evaluating GCF-funded project evaluations. The scope included the design of a new quality assessment process distinct from the Secretariat’s existing quality assurance system, informed by global best practices such as those from the UN Peacebuilding Fund and the Global Environment Facility. DeftEdge developed assessment templates, reviewer guidance materials, and rating criteria aligned with GCF’s Evaluation Policy and Standards. The team conducted a pilot assessment of five evaluation reports, followed by a full assessment of 22 evaluations. In addition, DeftEdge delivered a preliminary annual summary report and supported internal capacity building. The work incorporated cross-cutting considerations such as gender equity, environmental and social safeguards, indigenous peoples’ rights, and UN SWAP standards, with a focus on improving evaluation consistency and quality across the Fund.
